| The Operations Integrity Management System (OIMS) is a framework dedicated to safety, health and environmental excellence. These three areas are critical to achieving our goal of conducting business in a manner that is compatible with the environmental and the economic needs of the communities in which we operate. OIMS is also designed to protect the safety and health of our employees, those involved in our operations, our customers and the public.
ExxonMobil has adopted the OIMS framework that establishes worldwide expectations for all our operations. The OIMS has at its core eleven fundamental elements:
1. Management Leadership, Commitment and Accountability:
The key driver of our success starts from strong leadership. Management establishes policy, provides perspective, sets expectations and provides the resources to ensure safe and efficient operations. A fundamental tenet of this process is the assurance of operations integrity through organization and accountability at all levels.
2. Risk Assessment and Management:
Comprehensive risk assessments provide essential information for decision making. By proactively analyzing and disseminating data, externalities to the environment and health and safety issues are addressed.
3. Facilities Design and Construction:
By using sound standards, procedures and management systems for facility design, construction and start up activities, we enhance health, safety and environmental protection.
4. Information / Documentation:
Current information on the configuration and capabilities of processes and facilities; properties of products and materials handled; potential safety, health and environmental hazards; and regulatory requirements is essential to assess and manage risk.
5. Personnel and training:
Operational excellence depends on people. Maintaining operations that protect safety, health and the environment and that conform to laws and regulations requires careful selection, placement, ongoing assessment and proper training of employees.
6. Operations and Maintenance:
Operation of facilities within established parameters and regulations is essential. This requires effective procedures, structured inspection and maintenance systems, reliable safety and control facilities, and qualified personnel who consistently execute these procedures and practices.
7. Management of Changes:
All changes in operations, procedures, site standards, facilities or personnel are evaluated and managed to ensure any potential externalities are managed.
8. Third Party Services:
Any third parties performing work for ExxonMobil have a significant impact on our operations and reputation. It is essential that they perform in a manner that reflects our business policies and objectives. To ensure this, all third parties’ performance is monitored on a regular basis.
9. Incident Investigation and Analysis:
In order to foster a culture of continuous improvement, effective incident investigation, reporting and follow up is crucial to achieve operations integrity. They provide the opportunity to learn from reported incidents and to use the information to take corrective action and prevent recurrence.
10. Community Awareness and Emergency Preparedness:
Community awareness is a key factor in maintaining public confidence in the integrity of our operations. All preparedness planning and training ensures the safety of the public, environment and company personnel.
11. Operations Integrity Assessment and Improvement:
As part of our commitment to raising the bar for operational excellence, we have adopted a process to assess the degree to which expectations are met.
